RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PELATRON POWER EVOLUTION LLC.

Authorizes the issuance of special purpose revenue bonds to assist Pelatron Power Evolution LLC with the development of renewable energy power plants within the State.

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PQ ENERGY LLC.

Authorizes the issuance of special purpose revenue bonds to assist PQ Energy LLC and to be formed special purpose entities with the development and construction of renewable energy plants within the State of Hawaii.

      Status & Testimony

RELATING TO ENERGY STORAGE.

Provides an investment income tax credit for self-generation energy storage used primarily to store energy for the utility customer's own use, that reduces from 30 per cent to 15 per cent over five years.  Provides, in lieu of the investment income tax credit, a production income tax credit for energy storage primarily for energy delivered and sold to a third party during the first ten taxable years the energy storage property is in service, that reduces from 8 cents per kilowatt-hour to 4 cents per kilowatt-hour over six years.  Requires DOTAX and DBEDT to submit annual reports to the legislature regarding the energy storage income tax credit.  Requires DBEDT to complete a study on the impacts and benefits of the tax credit and its contribution to the State reaching its energy goals.  Applies to taxable years after 12/31/2015.

Creates the University of Hawaii green special fund to support energy efficiency, renewable energy, and sustainability projects and services, including personnel, equipment costs, project costs, and other expenses, as well as planning, design, and implementation of sustainability projects for the benefit of the university.  (SD1)

RELATING TO GRID-CONNECTED ENERGY STORAGE SYSTEMS.

Requires electric utilities and electricity cooperatives to comply with certain priority preferences in planning energy storage system changes and to submit deployment plans to the PUC for approval.

Prohibits the public utility commission from approving power purchase agreements that prohibit the sale of energy to third parties or agreements that require utility consent to sell energy to third parties.

RELATING TO ENERGY.

Establishes requirements for financing, lease, or sale agreements for solar energy devices, including the buyer's or lessee's signature, a cancellation period, payment or financing details, disclosure of tax obligations, disclosure of maintenance and operation costs, disclosure of warranty obligations, and disclosure of the potential for variation in utility rates.  Does not apply to agreements for financing, lease, or sale agreements for solar energy devices as part of sales or transfers of real property to which the devices are or will be affixed.

RELATING TO TRANSPORTATION.

Increases the State Fuel Tax to generate additional revenues for the State Highway Fund by amending section 243-4, Hawaii Revised Statutes.  Allows for increase in the state motor vehicle registration fee and deposits the money into the State Highway Fund by amending section 249-31, Hawaii Revised Statutes.  Increases the state motor vehicle weight tax and deposits the money into the State Highway Fund by amending section 249-33, Hawaii Revised Statutes.
