RELATING TO PRESCRIPTIVE AUTHORITY FOR CERTAIN PSYCHOLOGISTS. Beginning on July 1, 2018, enables the board of psychology to accept applications for prescriptive authority privilege and grant prescriptive authority to prescribing psychologists who meet specific education, training, and registration requirements. Requires the board of psychology to submit a report to the legislature prior to the convening of the regular session of 2020. (SD1)

RELATING TO HEALTH. Requires QUEST and Medicaid coverage for chiropractic care, limited to 24 visits per calendar year, upon approval of a state medicaid plan amendment to that effect. Takes effect on 7/1/2050. (SD1)

RELATING TO MEDICAL INVESTIGATIONS BY THE REGULATED INDUSTRIES COMPLAINTS OFFICE. Requires the regulated industries complaints office to establish a division that specializes in the investigation of medical cases involving regulated professions and occupations. Appropriates funds from the compliance resolution fund for field investigators and a staff attorney who specialize in medical cases. (SD1)

RELATING TO PUBLIC ACCOUNTANCY. Redefines "peer review" to include reviews done by out-of-state public accountancy licensees. Increases deadlines for filing of peer review compliance reporting forms and appealing certain ratings from 10 days to 30 calendar days. Allows members of the public accountancy peer review oversight committee to be reimbursed for expenses and protects the members from civil liability for actions done in furtherance of the purposes of the committee. Defines the term "Hawaii attest work". (SD1)

RELATING TO WATER POLLUTION. Clarifies that nonprofit organizations may receive loans from the Water Pollution Control Revolving Fund to engage in activities that are consistent with the Federal Water Pollution Control Act, including the planning, designing, and construction of wastewater treatment works. RELATING TO PUBLIC HEALTH. Makes appropriations to the Department of Health to hire employees and consultants and to monitor the Navy and Defense Logistic's Agency's compliance with the Administrative Order on Consent to evaluate and remediate environmental damage from fuel leaks at the Red Hill Fuel Storage Facility. RELATING TO HOUSING. Bases the amount of the state low-income housing tax credit (LIHTC) on whether or not a building is financed by tax-exempt bonds. Increases funding for affordable rental housing development by making the state LIHTC more valuable by reducing the term over which the state LIHTC may be taken from ten to five years. Takes effect 7/1/2050. (SD1)

MAKING AN APPROPRIATION TO THE KAHO‘OLAWE ISLAND RESERVE COMMISSION. Appropriates funds to the Kaho‘olawe Island Reserve Commission for restoration and preservation projects. Requires submission of a financial self-sufficiency and sustainability plan to the legislature no later than twenty days prior to the 2017 Regular Session. (SD1)

RELATING TO THE KING KAMEHAMEHA CELEBRATION COMMISSION. Amends the membership, mission, and purpose of the King Kamehameha Celebration Commission. Authorizes the Chairperson to appoint an advisory committee for historical and archival matters. Authorizes the Commission to appoint an Executive Director. Effective 7/1/2050. (SD1)

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM. Appropriates funds to the department of business, economic development, and tourism to work with the department of agriculture to promote the department of agriculture's existing made in Hawaii brand program. Takes effect 2/19/2022. (SD1)

RELATING TO TAXATION. Amends the existing ethanol facility income tax credit to include facilities that produce other renewable fuels. Clarifies that one gallon shall be equal to 76,330 British thermal units. Clarifies that the qualifying renewable fuels production facility must be in in production on or before January 1, 2020. Effective July 1, 2030. (SD1)
