HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE AUDITOR TO CONDUCT A SUNRISE REVIEW OF THE REGULATION AND LICENSURE OF GERONTOLOGISTS.

 

 

 


     WHEREAS, according to The American Geriatrics Society, as America's 77,000,000 baby boomers age, the need for healthcare professionals trained in geriatrics will be in high demand; and

 

WHEREAS, however, healthcare professionals specially trained in the care of older adults are in dangerously short supply; and

 

WHEREAS, The American Geriatrics Society states that with the population of Americans 65 and older expected to nearly double to more than 70,000,000 by 2030, providing high quality, cost-effective healthcare to older adults is imperative; and

 

     WHEREAS, H.B. No. 431 (2017), introduced during the Regular Session of 2017, proposes to regulate the practice of gerontology by establishing licensure requirements for gerontologists; and

 

WHEREAS, Section 26H-6, Hawaii Revised Statutes (HRS), requires certain regulatory measures to be referred to the Auditor for analysis if the regulatory measure being considered for enactment would subject unregulated professions and vocations to licensing upon enactment; and

 

     WHEREAS, Section 26H-6, HRS, further requires that referral to the Auditor shall be by concurrent resolution that identifies a specific legislative bill to be analyzed and the analysis shall:

 

(1)  Set forth the probable effects of the proposed regulatory measure;

 

(2)  Assess whether the enactment of the proposed regulatory measure is consistent with the legislative policies of the Hawaii Regulatory Licensing Reform Act; and

 

(3)  Assess alternative forms of legislation; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the Senate concurring, that in accordance with Section 26H-6, HRS, the Auditor is requested to conduct a sunrise review of the licensure of gerontologists; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2018; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Auditor.
