A BILL FOR AN ACT

 

 

relating to the university of hawaii.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that campus planning requires a long-term view that ultimately guides the day-to-day business decisions and investments of a university.  A campus master plan mirrors academic vision and guides the creation of a physical learning environment with lasting values.  The master plan should integrate academic planning and strategic goals with facilities, infrastructure, and financial resources.

     The legislature further finds that the University of Hawaii has not updated its long range development plan since 2007.  This plan serves as a guiding document for campus development.  Updating the long range development plan serves to reflect current and upcoming educational priorities developed through consultation with the office of physical, environmental, and long range planning, as well as with students, faculty, staff, and community representatives.

     Accordingly, the purpose of this Act is to require the University of Hawaii system to develop an academic and facilities master plan for all campuses.

     SECTION 2.  (a)  The University of Hawaii system shall create a campus master plan that addresses the needs of each campus within the university system.  The campus master plan shall incorporate academic and facilities plans for each campus and include five- and ten-year timelines.  The campus master plan shall strive to accomplish the following:

     (1)  Accommodate growth;

     (2)  Revitalize the core campus;

     (3)  Enhance the central campus;

     (4)  Forge strategic partnerships;

     (5)  Facilitate safer and more efficient mobility;

     (6)  Transform corridors and pedestrian paths;

     (7)  Improve learning and research environments;

     (8)  Integrate academic and residential life; and

     (9)  Provide sufficient flexibility to accommodate ongoing change that is expected in a dynamic higher education learning environment during the next ten to twenty years.

     (b)  The campus master plan shall include facilities plans that consider the following:

     (1)  Facilities should be responsive to programs and the manner in which programs are delivered;

     (2)  The physical environment should contribute aesthetically and physically to the overall education experience; and

     (3)  Optimal use should be made of existing facilities through renovation, conversion, and remodeling when possible.

     (c)  The campus master plan shall acknowledge the need for future studies that will enable the university to accomplish the following goals:  creating an academic plan, landscape plan, student and residential life plan, and athletics plan; as well as engaging greater county and State cooperation.

     (d)  The University of Hawaii system shall collaborate with the school of architecture to create the campus master plan.

     (e)  The University of Hawaii system shall submit the campus master plan to the legislature no later than sixty days prior to the convening of the regular session of 2018.


     SECTION 3.  This Act shall take effect upon its approval.
