RELATING TO CITATIONS FOR BEAUTY CULTURE VIOLATIONS.

Authorizes the issuance of a citation for specific violations of beauty culture laws by licensees and permittees.  Sets forth a process for licensees and permittees to contest the citation and provides for the assessment of fines for each violation.

      Status & Testimony

RELATING TO THE AUTHORITY TO ADJUST PROFESSIONAL AND VOCATIONAL LICENSING FEES.

Updates section 92-28, Hawaii Revised Statutes, to include all of the Department of Commerce and Consumer Affairs' professional and vocational licensing chapters to allow for the flexibility of decreasing or increasing fees in a timely manner, subject to the approval of the Governor.

RELATING TO UNCLAIMED LIFE INSURANCE BENEFITS.

Adopts the National Conference of Insurance Legislators' Model Unclaimed Life Insurance Benefits Act, which requires life insurers to conduct database searches using the federal Social Security Administration's death master file or similar database to determine whether an insured has died.  Requires life insurers to use good faith efforts to locate any beneficiaries to a policy, contract, or retained asset account.  Effective January 1, 2018.

RELATING TO THE HAWAII HURRICANE RELIEF FUND.

Requires the interest earned on the balance of the Hawaii hurricane reserve trust fund to be retained in the trust fund.  Requires the board of directors of the Hawaii Hurricane Relief fund to conduct a study of the acquisition of a catastrophic hurricane loss financing arrangement with all or a portion of the interest earned in the trust fund.  Appropriates hurricane reserve trust fund moneys for the study.

RELATING TO NATUROPATHIC PHYSICIANS.

Requires insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations to provide coverage for health care services provided by a naturopathic physician.

RELATING TO THE LICENSURE OF MIDWIVES.

Establishes mandatory licensing for midwives.  Effective 7/1/2019.  Establishes temporary advisory committee on midwife licensing until 7/1/19.
