RELATING TO PRIVATE TRADE, VOCATIONAL, AND TECHNICAL SCHOOLS.

Clarifies the scope of the private trade, vocational, and technical school licensure program within the department of education. Establishes a licensing fee to ensure the sustainability of the licensure program.  Establishes a license renewal process and fee.  Creates the private trade, vocational, and technical school licensure special fund.  Appropriates moneys for one full-time equivalent position within the department of education to administer licensing.  Effective 07/01/2050.  (SD2)

Establishes a mark licensing agreement program within the department of education and authorizes the department to register trademarks and service marks for department programs and individual department schools and enter into licensing agreements for their use.  (SD1)

PROPOSING AMENDMENTS TO ARTICLES VII AND X OF THE CONSTITUTION OF THE STATE OF HAWAII TO AUTHORIZE THE LEGISLATURE TO ESTABLISH A SURCHARGE ON RESIDENTIAL INVESTMENT PROPERTY AND VISITOR ACCOMMODATIONS TO INCREASE FUNDING FOR PUBLIC EDUCATION.

Proposes amendments to the Constitution of the State of Hawaii to advance the State's goal of providing a public education for the children of Hawaii by authorizing the legislature to establish, as provided by law, a surcharge on residential investment property and visitor accommodations.  (SD2)

RELATING TO EDUCATION FUNDING.

Establishes an education surcharge on residential investment properties and visitor accommodations for the purpose of funding public education.  Effective July 1, 2050.  (SD2)
