Broadens the scope of the early learning program to include early childhood development.  Expands the function of the early learning advisory board beyond an advisory capacity and amends the composition and powers of some board members.  Allows the board to appoint the director of the executive office on early learning.  (SD2)

RELATING TO THE PRESCHOOL OPEN DOORS PROGRAM.

Clarifies the definition of "underserved" or "at-risk" children as it relates to the priority given to these children for the Preschool Open Doors program.  Provides that priority among undeserved or at-risk children shall be given to children whose family income is at or below 250 per cent of the federal poverty level.  Effective 7/1/2018.  (SD2)

RELATING TO CHARTER SCHOOLS.

Appropriates moneys for start-up grants for newly approved, pre-opening public charter schools.  Effective 7/1/2050. (SD1)

RELATING TO TEACHER INCENTIVES.

Clarifies that funds for bonuses required by statute or collective bargaining shall not be paid out of a charter school's facilities funding or per-pupil funds.  Requires, beginning with fiscal year 2018-2019, that such bonuses be separate line items in the budget.  Appropriates funds for teacher bonuses for hard-to-fill placement incentives and National Board certified teacher incentives for charter school teachers.  Takes effect on 7/1/2050.  (SD1)

RELATING TO THE HAWAII TEACHER STANDARDS BOARD.

Appropriates moneys from the general fund for two specialist II positions within the Hawaii teacher standards board.  Effective 07/01/2050.  (SD1)

RELATING TO RECORDS MANAGEMENT.

Requires the department of education to set a standard for retention of student records of not less than one hundred years.  Allows the department of education to partner with the Hawaii correctional industries program to establish a three-year student records modernization pilot project.  Effective 7/1/2050.  (SD1)

RELATING TO PSYCHOLOGY.

Beginning 7/1/2019, establishes licensure requirements for school psychologists to be administered by the board of psychology.  Amends the composition of the board to include two school psychologists.  Effective 7/1/2050.  (SD2)

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
