RELATING TO THE CONVEYANCE TAX.

Removes the cap on conveyance tax proceeds that are paid into the Rental Housing Revolving Fund.

RELATING TO HOMEBUYER ASSISTANCE.

Authorizes Hawaii Housing Finance and Development Corporation to provide assistance with downpayments and closing costs to qualifying first time homebuyers separately from mortgage loans.  Directs HHFDC to issue revenue bonds to finance the cost of homebuyer assistance.

RELATING TO THE CONVEYANCE TAX.

Increases the rate of real estate conveyance tax for properties with a value of at least $2,000,000.  Amends the calculation for the amount of conveyance taxes to be deposited into the rental housing revolving fund.

Requires the extension of public land leases to seventy-five years for affordable housing projects when Federal Housing Administration requirements need to be met for project funding.

RELATING TO HOMEOWNERSHIP.

Establishes within HHFDC the Section 8 Voucher Homebuyer Assistance Program for recipients of federal Section 8 Housing Choice vouchers who are first-time homebuyers.  Authorizes issuance of revenue bonds.  Appropriates funds.

Status

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Amends the definition of eligible project loan to include rent-to-own housing.  Requires HHFDC to implement the Homebuyer's Club and Rent-to-own Housing Programs.  Authorizes the issuance of revenue bonds to finance HHFDC programs.

RELATING TO INCOME TAX CREDITS.

Amends income tax credit for low-income household renters to adjust for inflation.  Applies to taxable years beginning after 12/31/2017.

RELATING TO TAXATION.

Creates a 50% tax credit to a maximum of $250,000 for costs involved in projects that provide housing for low-income and very-low-income residents.

Exempts housing projects where at least a portion of the units are set aside for persons and families with incomes at or below one hundred forty per cent of the area median income from county, highway, and school impact fees.

RELATING TO PUBLIC WORKS.

Increases from $500,000 to $5,000,000 the cost threshold for an experimental and demonstration housing developed by the counties or housing developed by the Hawaii Housing Finance and Development Corporation to be exempted from the wages and hours laws for public works.

RELATING TO AFFORDABLE HOUSING.

Exempts the development of affordable housing projects developed in the urban core by the Hawaii housing finance and development corporation from environmental assessment and environmental impact statement requirements.
