RELATING TO POLICE REPORTS.

Allows surviving immediate family members of murder or manslaughter victims to access a copy of the closing report prepared by the investigating police department, upon the conclusion of all criminal and civil proceedings that arose from the offense.

RELATING TO PUBLIC SAFETY.

Requires police departments to disclose to the Legislature the identity of an officer upon the officer's second suspension in a five-year period or discharge.  Requires disclosure under the Uniform Information Practices Act after a police officer's second suspension in a five-year period.

RELATING TO DOMESTIC VIOLENCE.

Specifies that citizen complaints against a police officer that involve allegations of domestic abuse against a family or household member on the part of the police officer shall not be required to be in writing or sworn to by the complainant.

SB 421

      Status & Testimony

RELATING TO LAW ENFORCEMENT CAMERAS.

Establishes requirements for body-worn cameras and vehicle cameras for county police departments.  Establishes policy guidelines for the use and discontinuance of use of body-worn cameras by police officers.  Establishes certain restrictions on the use of body-worn cameras by on-duty police officers.  Adds retention and deletion requirements for body-worn camera footage.  Prohibits certain uses of body-worn camera video footage.  Establishes violations of recording and retention requirements.  Appropriates funds as a grant-in-aid to each county for the purchase of body-worn video cameras and law enforcement vehicle cameras; provided that no funds appropriated to a county shall be expended unless matched dollar-for-dollar by the county.  Requires the county police departments to report costs of implementing and maintaining the body-worn camera and vehicle camera program to the legislature.  Takes effect on 1/1/2018.

RELATING TO BODY-WORN VIDEO CAMERAS.

Regulates the use of body-worn video cameras by law enforcement officers and body-worn video camera footage.

RELATING TO SEXUAL ASSAULT.

Requires annual reporting to the legislature by the AG of statistical data pertaining to the testing of sexual assault evidence collection kits.  Provides certain rights to sexual assault survivors.  Institutes mandatory testing requirements in accordance with AG guidelines.  Requires AG to report to 2018 legislature on the progress of implementing AG guidelines.

RELATING TO DOMESTIC VIOLENCE.

Requires any state or county agency to provide domestic abuse intervention training to their personnel whose job duties require or may require intervention in a domestic abuse situation.

RELATING TO POLICE COMMISSIONS.

Amends the composition of the county police commissions to require that three commissioners on each police commission have backgrounds, including equality for women, civil rights, and law enforcement, for the benefit of the public.

RELATING TO CRIMINAL PROCEDURE.

Creates procedural and administrative requirements for law enforcement agencies for eyewitness identifications of suspects in criminal investigations.  Establishes jury instructions when the court determines that the eyewitness identification is admissible.  Requires the attorney general to establish procedures for the implementation of uniform statewide eyewitness identification procedures.

RELATING TO FIREARMS.

Prohibits a person listed in the federal Terrorist Screening Database from owning, possessing, or controlling a firearm or ammunition.  Allows for removal of the disqualification.  Requires surrender or disposal of firearms and ammunition.

      Status & Testimony

RELATING TO FIREARMS.

Clarifies that failure to register a firearm within the required time period does not relieve the owner of the duty to register the firearm.  Allows the owner of an unregistered firearm to register the firearm thereafter without penalty.

      Status & Testimony

RELATING TO FIREARMS OWNED, POSSESSED, OR CONTROLLED BY PERSONS WHO POSE A SERIOUS RISK OF VIOLENCE OR HARM TO PUBLIC SAFETY.

Upon application allows law enforcement to seize and retain firearms or ammunition owned, possessed, or controlled by a person who poses a serious risk of violence or harm to public safety, pursuant to court order.
