Makes an appropriation to the department of land and natural resources for the operational expenses and staffing costs of the Hawaii association of conservation districts.

Adds a new definition of parked lunch wagons or food trucks to apply in special management areas.  Amends the definition of development in a special management area to include placement of any structure.  Amends the definition of structure in relation to shoreline setbacks to include parked lunch wagons or food trucks.

RELATING TO RECORDATION TRANSACTION FEES.

Expands the uses of the transaction fee authorized under Act 120, Session Laws of Hawaii 2009, and clarifies that the transaction fee shall be repealed on the effective date of administrative rules adopted by the Department of Land and Natural Resources that include the establishment of a transaction fee or on July 1, 2022, whichever occurs first.
