A BILL FOR AN ACT

 

 

Making an appropriation for the department of education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the amount of money that the State spends on educating each student is much less than what is spent on housing each inmate in the department of public safety's correctional facilities.

The purpose of this Act is to appropriate moneys to the department of education to increase its per-pupil funding so that it is equal to at least half of what is spent on each inmate in the State.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2018-2019 for the department of education to achieve the purpose of this Act.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 3.  This Act shall take effect on July 1, 2018.
