A BILL FOR AN ACT

 

 

RELATING TO HUMAN SERVICES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds there are a multitude of opportunities for securing grants from both public and private sources that could be used to advance the department of human services' mission of supporting the well-being of individuals, families, and communities in the State.  However, applying for grants can be time-consuming and complex.  Without specific technical expertise in grant writing, applicants may find it difficult to successfully apply for and obtain these grants.  In addition, certain requirements of grants may be difficult to understand and may lead to compliance issues.  The legislature believes the department of human services would be better positioned to take advantage of grant opportunities if it had a dedicated individual responsible for the application and management of grant opportunities.

     Accordingly, the purpose of this Act is to establish a two-year pilot project authorizing the department of human services to contract with an individual to serve as a capture manager.  The capture manager shall serve as a dedicated grant writer for the department of human services and shall be responsible for securing grants and other funding opportunities from public and private sources on behalf of the department.

     SECTION 2.  (a)  The department of human services may contract the services of an individual to serve as a capture manager for the department.

     (b)  The capture manager shall:

     (1)  Serve as a dedicated grant writer for the department of human services;

     (2)  Be responsible for applying for grants and other funding sources from the public and private sectors; and

     (3)  Manage all grants successfully secured.

     (c)  The department of human services shall submit reports to the legislature no later than twenty days prior to the convening of the regular sessions of 2019 and 2020.  The reports shall include:

     (1)  A list of grant or funding opportunities sought or applied for;

     (2)  A list of grants awarded and funding received; and

     (3)  Any recommendations or proposed legislation.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2018-2019 to contract the services of a dedicated capture manager for the department of human services.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 3000, and shall be repealed on June 30, 2020.
