A BILL FOR AN ACT

 

 

RELATING TO LABOR.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that health, safety, and efficiency are key cost considerations in construction projects.  The legislature further finds that Hawaii continues to face high costs of construction as the State and counties continue to explore how to create more affordable housing and transit-oriented development.

     The purpose of this Act is to require the legislative reference bureau to conduct a study of the factors that contribute to the costs of construction projects in the State.

     SECTION 2.  (a)  The legislative reference bureau shall conduct a study on the factors that contribute to the costs of construction projects in the State.  The study shall also include key contributors to cost overruns in construction projects.

     (b)  The legislative reference bureau shall submit the study, including findings and recommendations, to the legislature no later than twenty days before the convening of the regular session of 2019.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2018-2019 for the legislative reference bureau to conduct a study of the factors that contribute to the costs of construction projects in the State.

     The sum appropriated shall be expended by the legislative reference bureau for the purposes of this Act.

     SECTION 4.  This Act shall take effect on January 1, 2050.
