     Your Committee on Higher Education, to which was referred H.B. No. 2299, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO INDEMNIFICATION OF COUNTY AGENCIES,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to facilitate the process by which the University of Hawaii obtains approval to indemnify, defend, and hold harmless a county agency, its officers, agents, and employees for university purposes and university functions on county property.

 

     Your Committee received testimony in support of this measure from the University of Hawaii System.

 

     Your Committee finds that the University of Hawaii campuses frequently use county parks and other facilities for university purposes and functions, such as physical education classes, athletic events, and graduation events.  The current procedure for the University of Hawaii to obtain approval from the Governor to indemnify a county for using a county facility for university purposes is unnecessarily burdensome.  This measure allows the University of Hawaii to no longer need to engage in the lengthy approval process to support day-to-day operational transactions when the University uses county property, under certain conditions.

 

     As affirmed by the record of votes of the members of your Committee on Higher Education that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2299, H.D. 1, and recommends that it pass Second Reading and be referred to your Committees on Judiciary and Ways and Means.
