Clarifies that the amount appropriated in Act 183, Session Laws of Hawaii 2017, shall be deposited into the food safety certification costs grant program special fund and that the same amount shall be appropriated out of the special fund for fiscal year 2018-2019.

Clarifies that "subsistence farming" is included as a protected activity under the Hawaii Right to Farm Act.

Authorizes the issuance of GO bonds and appropriates funds for the planning, designing, and constructing of a livestock feed mill.

RELATING TO THE ROSE-RINGED PARAKEET.

Appropriates funds to the department of land and natural resources to provide assistance and supplemental funding to the National Wildlife Research Center of the U.S. Department of Agriculture to conduct pilot field studies to evaluate control tools and develop a management plan to reduce the rose-ringed parakeet population on Kauai.

Status

RELATING TO TAX EXEMPTION.

Exempts sales of farm equipment and machinery to certain producers of agricultural products from the general excise tax.  Takes effect on 7/1/2019.
