RELATING TO TAXATION.

Amends the income tax credit for low-income household renters claimed by qualified taxpayers depending on the taxpayer's status and adjusted gross income.  Uses the consumer price index to adjust the amount of tax credit claimed by a taxpayer.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Requires the Hawaii public housing authority to establish a program to offer insurance policies to landlords who rent to tenants using the section 8 housing choice voucher program.  Requires the authority to report to the legislature.  Appropriates funds to establish and administer the program.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Provides that certain areas within Hawaii Public Housing Authority housing projects are closed to the public and amends criminal trespass in the second degree to permit the prosecution of an unauthorized entry or a violation of a written prohibition to enter into the subject housing projects.  Clarifies requirements for signage notifying trespassers of illegal entry.

Creates an eviction process for the Hawaii Public Housing Authority's state low-income housing and state housing for elders programs.

RELATING TO SPECIAL MANAGEMENT AREAS.

Reduces the size threshold for a single-family residence that is not part of a larger development to be deemed a "development" for purposes of the Special Management Areas Law.

RELATING TO HOUSING.

Requires the strategic plan developed by the Hawaii interagency council for transient-oriented development to require that affordable housing be included as part of the development or redevelopment plan for any state property located within one mile of the Honolulu rail transit system, unless the council determines that housing is not feasible or desirable on a particular property.

SB 2943

      Status & Testimony

RELATING TO TRANSIT-ORIENTED DEVELOPMENT ZONES.

Authorizes the Hawaii housing finance and development corporation, at the request of the Hawaii community development authority, to establish and operate transit-oriented development zone infrastructure subaccounts within the dwelling unit revolving fund for the benefit of transit-oriented development zone improvement projects within a transit-oriented development zone.  Requires HCDA to develop a transit-oriented development zone improvement program to foster infrastructure development by strategically investing in public facilities.  Requires the executive director of HHFDC in collaboration with the executive director of HCDA to conduct a study examining the current infrastructure of the transit-oriented development zones and the requirements necessary to upgrade the infrastructure to facilitate future transit-oriented development.  Appropriates funds out of the dwelling unit revolving fund for HHFDC and HCDA to conduct an infrastructure study.  Appropriates funds to HCDA for staff necessary to develop and manage the transit-oriented development zone improvement program.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST WITH SPRINKLER RETROFITS.

Authorizes the issuance of special purpose revenue bonds to assist not-for-profit private organizations, for-profit private organizations, and public instrumentalities in the retrofitting of low- and moderate-income apartment complexes with sprinkler systems.

RELATING TO THE HOUSELESS BILL OF RIGHTS.

Defines specific rights granted to a person who is houseless including equal access to housing, jobs, and shelters, equal treatment by government agencies, and access to life-sustaining activities and essential services.
