Establishes a college savings program income tax credit.

Authorizes the University of Hawaii to issue $100,000,000 in revenue bonds for the purpose of financing the construction and maintenance of qualifying capital improvement projects.

Requires the University of Hawaii to submit a report to the legislature within thirty days of each appropriation transfer or changes between programs.

RELATING TO THE UNIVERSITY OF HAWAI‘I.

Beginning with the 2020-2021 school year, requires all courses at all campuses within the University of Hawai‘i system that require the use of instructional materials to exclusively use instructional materials from the open educational resources at the University of Hawai‘i, under certain conditions.
