RELATING TO COLLECTIVE BARGAINING.

Proposed HD1:  Provides that negotiations over the implementation of management decisions affecting the terms and conditions of employment that are subject to collective bargaining are not precluded from collective bargaining negotiations.

Status

RELATING TO COLLECTIVE BARGAINING.

Requires collective bargaining public employees to provide written notification to the employee's exclusive representative to discontinue the employee's payroll assignments within a certain time period.  Requires the employee's exclusive representative to provide a copy of the notification to the employer within seven business days of receipt from the employee.

RELATING TO PUBLIC EMPLOYMENT COST ITEMS.

Appropriates funds for fiscal biennium 2017-2019 for collective bargaining cost items, salary increases, and other cost adjustments for public employees in collective bargaining unit (14) and for their excluded counterparts.

Status

RELATING TO LAW ENFORCEMENT.

Establishes an enforcement division in the Department of the Attorney General.  Transfers to the Department of the Attorney General enforcement division the law enforcement activities of the Department of Land and Natural Resources, Division of Conservation and Resources Enforcement; the Department of Public Safety state law enforcement officers and the narcotics enforcement division; and the Department of Transportation harbors division.  Repeals the sunset of Act 116, SLH 2013, as amended by section 4 of Act 101, SLH 2015.  Effective 7/1/2019.

Status

RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS.

Establishes the Labor Law Enforcement Special Fund to finance the collection of penalties for labor law violations; establishes an attorney position and a legal assistant position in the Department of the Attorney General to represent the Department of Labor and Industrial Relations in collecting penalties for violations of law.

Status

RELATING TO BOILER AND ELEVATOR SAFETY LAW.

Redefines "boiler" within the Boiler and Elevator Safety Law.  Extends the time from five years to ten years for the Director of Labor and Industrial Relations to reimburse the general fund from the Boiler and Elevator Revolving Fund.  Reclassifies the Boiler and Elevator Special Fund to a revolving fund.  Makes housekeeping amendments to Boiler and Elevator Safety Law.

Status

RELATING TO SPECIAL DUTY FOR DEPUTY SHERIFFS.

Authorizes what is commonly known as "special duty" services, wherein deputy sheriffs serve the community by providing off-duty law enforcement services for monetary compensation to persons, organizations, and government entities other than the State Department of Public Safety.  Requires the state Department of Public Safety to maintain, and revise when necessary, its policy and procedures that govern the processing of special duty requests and establish a compensation schedule for law enforcement services provided by deputy sheriffs performing special duty work.

Status

RELATING TO GOVERNMENT OPERATIONS.

Transfers to the Department of Business, Economic Development, and Tourism (DBEDT) jurisdiction over cable TV and the Broadband Assistance Advisory Council from the Department of Commerce and Consumer Affairs and telecommunications carriers from the Public Utilities Commission.  Establishes the position of a commissioner of telecommunications.  Creates special fund in DBEDT for cable TV and telecommunications carriers.  Requires the Broadband Assistance Advisory Council to advise the Director of DBEDT on broadband deployment.

RELATING TO EMPLOYEE TRAINING.

Establishes the public employees training program to provide training to state employees.  Allocates 1% of collective bargaining increases to the public employees training program.

Status

RELATING TO INFORMATION TECHNOLOGY.

Provides the Chief Information Officer with full discretion to require independent verification and validation of the information technology projects if certain criteria are met.  Requires certain information technology projects to adhere to statewide information technology governance and provides a review process developed by the chief information officer for the information technology project.

Status

RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS.
