RELATING TO LAW ENFORCEMENT. Prohibits the hiring of a state or county law enforcement officer if the candidate's previous position as a law enforcement officer was terminated while the officer was in poor employment standing. Requires background checks for prospective police officers.

RELATING TO GUARDS. Prohibits a security guard from possessing a firearm in the course of employment if the guard was discharged from employment as a law enforcement officer due to poor employment standing. Requires state and county law enforcement agencies to make appropriate disclosures.

RELATING TO EMPLOYMENT. Amends the definition of "employer" in chapter 388, HRS, to include the State and counties when a provision in that chapter has no comparable provision in chapter 78, HRS.
