RELATING TO CIVIL IDENTIFICATION.

Requires the director of transportation to adopt rules to allow an individual who has a physician's letter certifying that a severe disability causes the individual to be homebound to renew a state identification card by means other than in person appearance.

RELATING TO IDENTIFICATION CARDS FOR PERSONS WITH DISABILITIES.

Allows identification cards to indicate a person's disability, to allow the person access to certain eligible public services and help identify the disability to public safety personnel in case of an emergency.  Effective 1/2/2019.
