RELATING TO TAXATION.

Amends the definition of "aircraft" under section 237-24.9, Hawaii Revised Statutes, to include helicopters.  Exempts amounts received for the servicing and maintenance of helicopters and the construction of helicopter service and maintenance facilities, from the general excise tax.

RELATING TO AERONAUTICS.

Replaces criminal penalties for certain airport offenses addressed in Chapter 261, Hawaii Revised Statutes, or in certain administrative rules or orders issued pursuant thereto, with a civil penalty.

RELATING TO MOTORCYCLES.

Authorizes the Department of Transportation to designate shoulders upon which the department may authorize the driving of motorcycles when traffic is stopped for an extended period at an intersection or due to traffic congestion.

RELATING TO TRAFFIC CONTROL.

Permits the driver of a vehicle to safely proceed through an intersection in which a defective or malfunctioning traffic‑control device fails to detect the vehicle and stays in the red signal stage through 2 cycles of the traffic-control device.

RELATING TO THE STATEWIDE TRAFFIC CODE.

Prohibits drivers from operating vehicles with more than four wheels and high-passenger cars in the left lane, or close to the left-hand curb or left-hand edge, of a state or county roadway.  Exempts drivers operating public transportation vehicles in a zipper lane or diamond lane.

Status

RELATING TO MOTOR VEHICLES.

Requires transferors and transferees of used motor vehicles, mopeds, and trailers, including motor vehicles whose owners do not intend to drive the vehicle on public highways, to appear together before the county director of finance with government-issued identification to finalize a transfer of ownership.  Directs police officers to remove from public streets any motor vehicle, moped, or trailer not properly transferred.  Requires transferees to present a valid certificate of ownership in order to claim a vehicle removed from a public street.

Status

RELATING TO DRIVING WHILE INTOXICATED.

Allows permits that authorize the defendant to operate an employer's vehicle during the period of license revocation to be supported by the employer's sworn statement attesting to the period of the specified assigned hours of work that the defendant will drive the vehicle for purposes of employment.

RELATING TO IDENTIFICATION CARDS FOR PERSONS WITH DISABILITIES.

Allows identification cards to indicate a person's disability, to allow the person access to certain eligible public services and help identify the disability to public safety personnel in case of an emergency.  Effective 1/2/2019.

RELATING TO TRANSPORTATION.

Authorizes the issuance of general obligation bonds for the designs, plans, materials, construction, and equipment for three capital improvement projects in the H-1 Corridor: the widening of Kualakai Parkway to Waiawa Interchange; the widening of Wahiawa Interchange to Halawa Interchange; and modifications to the Fort Weaver/Kunia Road ramp.

RELATING TO MOTOR VEHICLE SAFETY.

Adds definition for highly intoxicated driver.  Establishes evidence and sentencing parameters for highly intoxicated drivers.  Establishes minimum and maximum administrative license revocation periods for highly intoxicated drivers.

Status

RELATING TO LOW-SPEED ELECTRIC BICYCLES.

Clarifies the definition of "bicycle" for purposes of county vehicular taxes, highway safety laws, statewide traffic code, and bicycle laws by adding "low-speed electric bicycles" to the laws and defining low-speed electric bicycles.  Excludes low-speed electric bicycles from the definitions of "moped", "motor vehicle", and "vehicle."  Prohibits low-speed electric bicycle riding on all sidewalks.

RELATING TO HIGHWAY BEAUTIFICATION.

Makes the motor vehicle registration fee for U-drive motor vehicles consistent with the fee for all other motor vehicles.  Makes any county ordinance that increases a motor vehicle registration fee applicable to U-drive vehicles.

Status

RELATING TO TRANSPORTATION.

Creates a supplemental rental motor vehicle user fee of $4.50 per day to be levied, assessed, and collected for rental motor vehicles rented from a rental motor vehicle concession located in any medium-hub airport serving a county that includes at least 3 islands inhabited by permanent residents.  Uses revenues to pay for certain highway projects.  Requires the Director of Transportation to cease collecting the supplemental rental motor vehicle fee upon completion of the specified highway projects.

Status

RELATING TO MOTOR VEHICLE WEIGHT TAX.

Excludes the weight of lifts and ramps, motors to operate them, and vehicle chassis reinforcements, from the determination of net weight for non-commercial vehicles for purposes of levying the state and county motor vehicle weight tax.  Takes effect on 7/1/2019.

HB 2658

Status

RELATING TO DRIVER'S LICENSING.

Exempts citizens of countries having a valid Compact of Free Association with the United States from the requirement that a driver's license of a legal immigrant expire no later than the legal immigrant's authorized period of stay in the United States.  Requires the legal immigrant to provide proof of legal residence in the United States as defined by the Director of Transportation by rule.

RELATING TO TRANSPORTATION.

Proposed HD1:

Authorizes issuance of general obligation bonds and makes an emergency appropriation for fiscal year 2017-2018 for the capital improvement project to remove and relocate transmission facilites for the "I Heart Radio" Aerial.  Effective upon its approval.  (HB1147 HD1 PROPOSED)
