Authorizes the issuance of a citation for specific violations of the motor vehicle repair laws and rules by licensees.  Sets forth a process for licensees to contest the citation and provides for the assessment of fines for each violation.  (SD1)

RELATING TO CANNABIS FOR MEDICAL USE.

Part I:  Establishes a reciprocity process for medical cannabis patients that requires the department of health to register qualifying out-of-state patients and caregivers of qualifying out-of-state patients under certain conditions.  Clarifies certain safeguards for qualifying out-of-state patients and caregivers of a qualifying out-of-state patient.  Authorizes the department of health to extend the maximum period of validity of any written certification to three years for debilitating medical conditions that are chronic.  Clarifies a dispensary licensee's ability to retest, at its own expense, a batch of cannabis or manufactured cannabis products that do not meet the department of health's standards for patient safety.  Prohibits an employer from suspending, discharging, or discriminating against an employee for testing positive for cannabis if the employee is a registered qualifying patient who is authorized for the medical use of cannabis, with certain exceptions.  Part II:  Allows a bona fide physician-patient or advanced practice registered nurse-patient relationship to be established via telehealth.  Part III:  Allows and regulates the manufacturing of edible cannabis products as manufactured cannabis products by licensed medical cannabis dispensaries.  Establishes requirements for manufacturing, handling, labeling, and packaging of manufactured cannabis products.  Adds certain devices that provide safe pulmonary administration to the list of medical cannabis products that may be manufactured and distributed.  Increases the tetrahydrocannabinol limit per pack or container of certain manufactured cannabis products.  Part IV:  Specifies certain felonies and conditions that will preclude employment, and other felonies and conditions that may preclude employment, at a medical cannabis dispensary.  Effective 7/1/2050.  (SD1)

Allows proposals to be submitted for concessions on public property.  Establishes criteria for acceptance and awarding of proposals for concessions on public property.  Specifies advertising requirements for bids or proposals and allows for online advertising.  Requires that concession contracts be awarded by a procurement officer based on the rankings of a committee of a minimum of three individuals designated by the procurement officer to review and evaluate proposals from offerors.  Requires that all persons involved in the review, evaluation, or awarding of concession contracts adhere to all requirements of ethical public procurement under section 103D‑101, Hawaii Revised Statutes.  Takes effect on 7/1/2030.  (SD1)

Improves access for firefighters to comprehensive medical benefits under the Workers' Compensation Law upon diagnosis of cancer that is presumed to arise out of and in the course of employment.  Requires private health care plans to pay for or provide medical care, services, and supplies to injured employees for controverted workers' compensation claims that are accepted or determined to be compensable.  Takes effect 1/1/3000.  (SD1)

Requires that committed persons be given appropriate resource referrals before being furnished with funds to meet the committed person's immediate needs by the Hawaii paroling authority at discharge or parole.  Specifies that funds furnished by the Hawaii Paroling Authority for discharged persons be subject to the availability of legislative appropriations authorized and allocated for that purpose.  Prohibits the Hawaii Paroling Authority from using funds appropriated for the purpose of providing for the immediate needs of discharged or paroled persons for any other purpose.  Takes effect 7/1/2050.  (SD1)

RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE.

Expands the State's existing electric vehicle charging requirements to include public parking lots.  Creates a ratio to calculate the total number of electric vehicle parking stalls a parking facility built after 2016 with more than 100 stalls must have beginning 7/1/2021.  Allows the director of transportation to fine properties not in compliance with the electric vehicle parking requirements.  Establishes a working group to address mobile charging infrastructure and the feasibility of increasing the number of charging stations at Aloha Stadium.  Takes effect on 1/1/2020.  (SD1)
