RELATING TO TOURISM.

Renames the Convention Center Enterprise Special Fund as the Convention Center Operations and Maintenance Special Fund, repeals the allocation of transient accommodations tax revenues to that fund, amends the allowable uses of that fund, and adds a cap to the amount of moneys deposited into the fund.  Defines administrative expenses as used in section 201B-11(c), HRS, as office equipment, salaries, and supplies.  Caps the amount of money from the Tourism Special Fund that can be used for research and sports marketing expenses.  Redistributes transient accommodations tax revenue from the Hawaii Tourism Authority to different state agencies for certain purposes.  Authorizes the Department of Budget and Finance to cancel the reimbursable general obligation bond debt relating to the Convention Center that is owed by the Hawaii Tourism Authority.  (SD1)

RELATING TO TRANSIENT ACCOMMODATIONS.

Allows a transient accommodations broker to register as a tax collection agent for its operators and plan managers.  Requires operators and plan managers to provide a statement to the transient accommodations broker confirming compliance with all applicable land use and tax laws.  Requires the operator or plan manager to provide verification of compliance with state and county land use laws.  Requires an operator or plan manager to remove a transient accommodation advertisement upon notice that the property is not in compliance with state law or county ordinance.  Authorizes counties to disgorge profits obtained through unfair or unlawful business practices.  Authorizes counties to adopt ordinances to amortize or phase out transient vacation rental units.  Allocates up to $1,000,000 of TAT tax revenues to each county, contingent upon the county establishing a process to provide verification of compliance by an operator or plan manager with county land use laws.  Makes it unlawful for transient accommodations brokers to engage in business with operators or plan managers or property managers or activity providers that are not in compliance with all state laws and county ordinances.  Makes it unlawful for a hosting platform to provide, and collect a fee for, booking services regarding transient vacation rentals that are not lawfully certified, registered, or permitted under applicable county ordinance.  (SD1)

RELATING TO HOMELESS INDIVIDUALS WITH SEVERE MENTAL ILLNESS.

Requires the Department of Human Services, in consultation with the Department of Health, to establish a pilot project to operate a facility to provide shelter and mental health treatment for homeless individuals with severe mental illness who are subject to an assisted community treatment order or court ordered guardianship.  Requires adult protective services to request a court ordered guardianship for homeless individuals with severe mental illness and consult with the family court and other appropriates agencies on homeless individuals with severe mental illness who were subjected to an assisted community treatment order.  Requires homeless individuals with severe mental illness to provide identification documentation prior to receiving shelter and mental health treatment.  Appropriates funds.  Requires approval from Department of the Attorney General.  Effective 7/1/3000.  (SD1)

Prohibits certain restraints and tethers that endanger, or deny sustenance, to a dog.  Authorizes the court to assess fines, order performance of community service, require mental health counseling, or order attendance at educational classes concerning animal abuse prevention in addition to or in lieu of other penalties.  Effective 7/1/2035.  (SD1)

Requires employers to provide a minimum amount of paid sick leave to employees to be used to care for themselves or a family member who is ill or needs medical care, or due to a public health emergency.  Gives employers flexibility to offer paid sick leave to minimum wage and other employees or to pay minimum wage employees a salary that is more than the minimum wage.  Takes effect on 1/1/2050.  (SD1)

Before leasing any fast lands and submerged lands within any existing state boating facility by public auction, request for proposals, or direct negotiation, requires the board of land and natural resources to make a finding regarding certain sea level rise factors and allows legislative authorization for extraordinary circumstances.  Repeals fast lands and submerged lands lease requirements specific to Ala Wai Boat Harbor.  (SD1)
