A BILL FOR AN ACT

 

 

relating to motor vehicles.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that a one hundred per cent renewable energy future is in the public interest.  The transition from the burning of fossil fuels requires advanced planning, particularly given the lifespan of automobiles and the infrastructure that supports them.  The fossil fuel-powered internal combustion engine contributes to climate change, exacerbates air pollution, and results in dollars leaving the state economy to pay for imported petroleum.  Many electric vehicles are already more affordable to own and operate than gas motor vehicles due to the fuel and maintenance cost savings.  As manufacturing scales up, prices of electric vehicles continue to fall.  Bloomberg Energy Finance projects that initial sale prices for new electric vehicles will be comparable to gas motor vehicles by 2022, and Merrill Lynch analysts expect comparable initial sale prices to happen by 2024.

     The legislature further finds that on December 12, 2017, the mayors from all Hawaii counties gathered at the Hōkūlea sailing canoe to sign proclamations pledging to transition all ground transportation in their counties away from fossil fuels by 2045.  The mayors' actions mirror those of leaders of France, Britain, India, and China, who have all set goals phasing out the sale of new fossil fuel internal combustion cars.

     The purpose of this Act is to eliminate Hawaii's dependence on fossil fuels by prohibiting the sale of motor vehicles with an internal combustion engine beginning in 2030.

     SECTION 2.  Chapter 286, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§286-    Sale of motor vehicle with internal combustion engine; prohibited.  No motor vehicle with an internal combustion engine, with fewer than three hundred miles on the odometer, shall be sold after December 31, 2029."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
