A BILL FOR AN ACT

 

 

RELATING TO INFORMATION TECHNOLOGY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that developing a uniform financial database for use by all state agencies would improve government accountability and transparency, leverage existing information technology systems, consolidate data from multiple existing systems into a single system of record, and normalize disparate account coding practices used by different state agencies.

     The legislature also finds that the department of education has replaced its financial database with software that allows the department to track capital improvement projects from inception to completion, while integrating the project's financial data.  The software system captures and reports on data regarding project budgets, appropriations, scheduling, contractor documentation, contract changes, and payment transactions.  The legislature further finds that this software system could be a major boon to other agencies, especially in the area of deferred maintenance projects, and should be adopted by all state agencies.

     The purpose of this Act is to appropriate moneys to develop and procure a uniform financial database, with parameters, benefits, and features that are similar to the software system being used by the department of education, for use by all state agencies.

     SECTION 2.  The department of budget and finance, in consultation with the department of accounting and general services and the office of enterprise technology services, shall develop and procure a uniform financial database, with parameters, benefits, and features that are similar to the software system being used by the department of education, for use by all state agencies.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the development and procurement of a uniform financial database for use by all state agencies.

     The sums appropriated shall be expended by the department of budget and finance for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2112.
