A BILL FOR AN ACT

 

 

relating to videoconferencing.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The legislative reference bureau shall conduct a feasibility study that includes the costs associated with the implementation of audiovisual technology in both chambers of the legislature.  The study shall examine:

     (1)  The type of audiovisual technology available for use by neighbor island residents to testify in legislative proceedings;

     (2)  The costs associated with installing, operating, and maintaining equipment in legislative conference rooms;

     (3)  The need for, and estimated cost of, additional staff positions; and

     (4)  The amount of time needed to implement an audiovisual testimony program.

     (b)  The legislative reference bureau shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than December 1, 2019.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2019-2020 for the purposes of this Act.

     The sum appropriated shall be expended by the legislative reference bureau for the purposes of this Act.

     SECTION 3.  The legislative reference bureau may contract the services of a consultant with the funds appropriated in section 2 of this Act.  The contracting of services under this Act shall be exempt from chapter 103D, Hawaii Revised Statutes.

     SECTION 4.  This Act shall take effect on July 1, 2019.
