A BILL FOR AN ACT

 

 

RELATING TO EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that career and technical education programs equip students with the skills necessary for in-demand jobs in the modern labor market.  Linking education with real-world activities, such programs emphasize innovation in high-growth industries and provide students with opportunities to explore career paths.  Career and technical education fields of study include animation, graphic design, clinical health, engineering, marketing, environmental resource management, and education, and may equip students with the skills for twenty-first century jobs, such as urban growers, chief sustainability officers, hydrologists, digital animation designers, and teachers.

     The purpose of this Act is to expand access to career and technical education programs for students at public secondary schools.

     SECTION 2.  Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§302A-    Career and technical education; secondary schools.  (a)  Beginning with the 2020-2021 school year, at least one secondary school in each school complex area shall offer a career and technical education program.  Students who successfully complete all course requirements of a career and technical education program, including all graduation requirements, shall be recognized by the department.

     (b)  A student participating in a public secondary school's career and technical education program may complete up to fifty per cent of the student's graduation requirements in career and technical education courses.

     (c)  At any secondary school offering a career and technical education program, grade nine students shall be given the opportunity to earn credit in a course that describes and explains the school's career and technical education course offerings.

     (d)  Beginning with the 2021-2022 school year, students participating in a career and technical education program shall be eligible to complete a for-credit internship or apprenticeship, subject to department approval and review.  The department shall by rule develop criteria for qualified individuals and businesses to provide internship and apprenticeship opportunities to students; provided that any student who completes an internship or apprenticeship in accordance with this section shall receive a professional, trade, or industrial certification in the field for which the internship or apprenticeship is performed.

     (e)  Students shall have the opportunity to enroll in a career and technical education program in a complex area outside of their service area, subject to the discretion of the department.

     (f)  Teachers who are certified and licensed to teach in a career and technical education program shall receive up to $1,500 to annually purchase, at their discretion, instructional materials and equipment to support student learning."

     SECTION 3.  Section 302A-1143, Hawaii Revised Statutes, is amended to read as follows:

     "§302A-1143  Attending school in what service area.  A person of school age shall be required to attend the school of the service area, as determined by the department, in which the person resides, unless:

     (1)  The person is enrolled in a Hawaiian language medium education program or charter school;

     (2)  A geographic exception to attend a school in another service area is requested and granted at the discretion of the department; [or]

     (3)  An exception is requested and granted to enroll in a career and technical education program under section 302A-  ; or

    [(3)] (4)  Out-of-service-area attendance is mandated by the department or by federal law."

     SECTION 4.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2019.
