Sir:

 

     Your Committee on Finance, to which was referred H.B. No. 713, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HOMELESSNESS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Establish a three-year Homeless Employment Grant Program (Program) that provides homeless individuals with work opportunities and connects them with service providers;

 

     (2)  Require the Department of Human Services to submit a report on the Program to the Legislature prior to the 2020 Regular Session; and

 

     (3)  Appropriate funds.

 

     The Judiciary, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, Hawaii Youth Services Network, Hawaii Kai Homeless Task Force, and an individual testified in support of this measure.  An individual testified in opposition to this measure.  The Governor's Coordinator on Homelessness, Department of Human Services, and State Procurement Office commented on this measure.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 713, H.D. 1, and recommends that it pass Third Reading.
