     Your Committees on Lower & Higher Education and Labor & Public Employment, to which was referred H.B. No. 919 entitled:

 

"A BILL FOR AN ACT RELATING TO COLLECTIVE BARGAINING,"

 

beg leave to report as follows:

 

     The purpose of this measure is to establish a collective bargaining unit for graduate student assistants employed by the University of Hawaii.

 

     The Hawaii State Teachers Association; Hawaii Government Employees Association, AFSCME Local 152, AFL-CIO; University of Hawaii Professional Assembly; International Longshore and Warehouse Union Local 142; Democratic Party of Hawaii; Democratic Party of Hawaii Labor Caucus; Democratic Party of Hawaii Education Caucus; Americans for Democratic Action; Academic Labor United; Kamehameha Schools Faculty Association; Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii; Young Progressives Demanding Action; LGBT Caucus of the Democratic Party of Hawaii; and many concerned individuals supported this measure.  The University of Hawaii System, Honolulu County Republican Party, and several concerned individuals opposed this measure.  The Department of Budget and Finance offered comments.

 

     Your Committees have amended this measure by changing its effective date to July 1, 2050, to encourage further discussion on this measure.

 

     As affirmed by the records of votes of the members of your Committees on Lower & Higher Education and Labor & Public Employment that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 919, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 919, H.D. 1, and be referred to your Committee on Finance.
