     Your Committee on Finance, to which was referred S.B. No. 192, S.D. 1, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO BAIL,"

 

begs leave to report as follows:

 

     The purpose of this measure is to implement certain recommendations of the Criminal Pretrial Task Force convened pursuant to House Concurrent Resolution No. 134, House Draft 1, Regular Session of 2017, to reform bail and other pretrial practices and procedures.

 

     The Office of Hawaiian Affairs, Office of the Public Defender, LGBT Caucus of the Democratic Party of Hawaii, Blueprint for Change, Young Progressives Demanding Action, and many individuals submitted testimony in support of this measure.  The City and County of Honolulu Department of the Prosecuting Attorney, County of Hawaii Office of the Prosecuting Attorney, County of Maui Department of the Prosecuting Attorney, ABC Stores, and Retail Merchants of Hawaii submitted testimony in opposition.  The Judiciary, Department of the Attorney General, Department of Public Safety, Crime Victim Compensation Commission, Community Alliance on Prisons, League of Women Voters Hawaii, Hawaii Friends of Restorative Justice, The Sex Abuse Treatment Center, American Civil Liberties Union of Hawaii, and two individuals submitted comments.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 192, S.D. 1, H.D. 2, and recommends that it pass Third Reading.
