RELATING TO THE SPOUSE AND CHILD ABUSE SPECIAL FUND. Exempts the spouse and child abuse special fund from the central services assessment and administrative expense assessment. Amends the spouse and child abuse special fund to allow reimbursements received from the U.S. Department of Health and Human Services, Administration for Children and Families, in the year following the fiscal year in which the Title IV-E funds were expended, to be deposited and expended for state-funded share of spouse or child abuse and neglect prevention, intervention, and other related services. Replaces "account" with "fund," and deletes "department of human services" from the title.

RELATING TO HEALTH. Requires medicaid and insurance coverage of ambulance services. Authorizes medicaid programs, and requires private insurers, to pay for ambulance services, even if the patient is not transported, if the patient was treated in a county with a population of 200,000 or more. Appropriates moneys for medicaid to cover ambulance services when a patient is not transported. Appropriates funds for ambulance services covered by medicaid.

RELATING TO SCREEN TIME AWARENESS. Appropriates funds for the department of health to create and host a website and launch a public education campaign on the effects of screen time on children and teens.

RELATING TO HUMAN SERVICES. Authorizes the Department of Humans Services and the Department of Health to contract the services of dedicated capture managers responsible for securing grant and other funding opportunities for each department. Appropriates funds.

RELATING TO THE HEALTHY AGING PARTNERSHIP PROGRAM. Appropriates funds for the healthy aging partnership program to further the program's role in improving the health and well-being of Hawaii's kupuna.

RELATING TO CLINICAL VICTIM SUPPORT SERVICES. Clarifies that clinical victim support services for victims of sexual violence and abuse are a mental health outpatient services benefit required to be covered under health insurance policies offered by health insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations.

RELATING TO HEALTH. Establishes a working group to evaluate current behavioral health care and related system gaps related to the continuum of care for persons experiencing substance abuse, mental health conditions, and homelessness. Makes an appropriation.
