Allows charter schools to use appropriated funds for facilities improvement, rental, and construction and other infrastructure improvements.  Appropriates funds for facilities and infrastructure improvement.

Appropriates funds to the public charter school commission to allocate to charter schools for meal service costs.

Appropriates funds to the department of education to establish a program with eligible entities to develop and implement teacher professional development for computer science courses and content.

Appropriates funds for a scholarship program to be directed and administered by the department of education to make awards to students pursuing a degree in teaching at a state accredited institution of higher education for successful completion of one course in computer science.

RELATING TO COMPUTER SCIENCE EDUCATION.

Beginning in the 2022-2023 school year, requires each public elementary school or public charter elementary school to offer instruction in the basics of computer science and computational thinking.  Beginning in the 2023-2024 school year, requires each public middle or intermediate school or public charter middle or intermediate school to offer instruction in exploratory computer science.  Establishes reporting requirements.

RELATING TO EDUCATION.

Establishes the Hawaii three to six out-of-school program for grades kindergarten through twelve.  Authorizes the department of education to contract with private providers to furnish out-of-school programs for grades kindergarten through twelve, conducted during after-school hours, on weekends, and during inter-sessions on the premises of the private providers. Specifies the Hawaii three to six out-of-school program special fund is to be administered by the department of education.  Makes appropriations.

RELATING TO EDUCATION.

Provides public school teachers and educational officers who have completed a year's satisfactory service with an annual incremental increase in salary.

Establishes minimum starting salaries for certified teachers who, with or without a master's degree, have completed an accredited teacher education program.
