RELATING TO INFRASTRUCTURE MAINTENANCE IN HOUSING SUBDIVISIONS.

Requires lot owners in housing subdivisions to pay assessments for repair and maintenance of subdivision roads to an entity approved by a majority of homeowners or appointed by a court, or to the county.  Requires the counties to provide oversight and management services to assessing entities.

RELATING TO COMMERCIAL OCEAN RECREATION.

Requires the Department of Land and Natural Resources to adopt rules pursuant to Chapter 91, HRS, to require certain safety measures for commercial ocean operators that take customers into state waters for activities such as snorkeling, scuba diving, kayaking, and surfing lessons.

Requires the Public Utilities Commission to study the feasibility of implementing renewable portfolio standards to encourage the use of renewable energy by gas utility companies.  Amends the renewable portfolio standard interim goals for 2030 and 2040 to accelerate the adoption of renewable energy.  Appropriates funds.

Requires the Office of Planning to update the Hawaii 2050 sustainability plan and submit the updated plan to the Legislature prior to the Regular Session of 2021 and every tenth session thereafter, using the goals and priority guidelines of the state plan and the Hawaii climate change mitigation and adaptation initiative as guiding principles.

RELATING TO THE STRUCTURE OF GOVERNMENT.

Establishes and transfers to a Department of Environment certain agencies and programs administered by the Department of Health (the Office of Environmental Quality Control and the Environmental Council) and the Department of Business, Economic Development, and Tourism (the Energy Office and programs relating to climate adaptation planning in the Office of Planning) on July 1, 2021.
