RELATING TO AIR QUALITY.

Requires the Department of Health to promptly send personnel to a source, or immediate vicinity of a source, that is reported to have air pollution and conduct an investigation and tests to determine the validity of the report.

Status

RELATING TO THE HAWAII HEALTH AUTHORITY.

Changes the composition of the Hawaii Health Authority (HHA) from 9 to 13 to reflect Hawaii's diversity and requires the HHA to submit an updated comprehensive health plan to the Legislature.  Appropriates funds for the hiring of an executive director and other staff and other expenses necessary for HHA to carry out its duties and responsibilities.

Status

RELATING TO OUT-OF-NETWORK HEALTH CARE CHARGES.

Requires health care facilities and health care professionals to disclose to patients whether they are in-network or out-of-network providers with respect to the patients' health benefits plans and the financial implications to the patients of that status.  Protects patients from charges in excess of any deductibles, copayment, or coinsurance when treated for medically necessary services on an emergency or urgent basis by any health care professional and at any health care facility.

RELATING TO PRESCRIPTIONS.

Clarifies that existing law intended to curb over-access to and abuse of opioids, including the time frame for filling prescriptions, supply limitations, and requirements to check the state electronic prescription accountability system and execute an informed consent process, do not apply to qualifying patients who are prescribed or issued prescriptions pursuant to the State's our care, our choice act.

Appropriates funds to the Waianae Coast Comprehensive Health Center for operation of its twenty-four-hour emergency room.

RELATING TO THE WAIANAE COAST COMPREHENSIVE HEALTH CENTER.

Appropriates moneys to the Department of Health to provide the Waianae Coast Comprehensive Health Center with funding for 1 FTE advanced practice registered nurse position and various infrastructure improvements for its school-based health center at Nanakuli High and Intermediate School.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION.

Integrates the Oahu regional health care system into the Hawaii Health Systems Corporation board.

RELATING TO THE GENERAL EXCISE TAX.

Exempts gross receipts from the sale of mobility enhancing equipment, prosthetic devices, and prescription drugs sold pursuant to a doctor's prescription from the general excise tax.  Amends the definition of "prosthetic device" to include devices worn on the body.

RELATING TO THE ELECTRONIC PRESCRIPTION ACCOUNTABILITY SYSTEM.

Specifies that a health care provider shall not be required to consult the electronic prescription accountability system for patients when the prescription will be directly administered under the supervision of a health care provider or for patients who qualify for hospice care.  Clarifies that an informed consent agreement is not necessary for patients whose prescription will be directly administered under the supervision of a health care provider.

RELATING TO ENVIRONMENTAL PROTECTION.

Requires the University of Hawaii to develop a plan to be implemented for the statewide eradication of mosquitos.  Appropriates funds.

RELATING TO CIGARETTES.

Progressively bans the sale of cigarettes by raising the minimum age of persons to whom cigarettes may be legally sold to 30 years of age in 2020, 40 years of age in 2021, 50 years of age in 2022, 60 years of age in 2023, and then 100 years of age in 2024.

Status

RELATING TO BORN ALIVE INFANTS.

Ensures the protection and promotion of the health and well being of all infants born alive the State.  Mandates medically appropriate and reasonable life-saving and life-sustaining medical care and treatment to all born alive infants.  Provides civil and criminal penalties.
