RELATING TO PUBLIC SAFETY.
Establishes the Hawaii Correctional System Oversight Commission.  Creates a position for an Oversight Coordinator for the Commission.  Extends the sunset date of the Reentry Commission to 1/1/2020.  Repeals the Reentry Commission and Corrections Population Management Commission on 1/1/2020 and transfers all rights, powers, functions, and duties of those commissions to the Hawaii Correctional System Oversight Commission.  Takes effect on 1/28/2081.  (SD1)

Creates the Intellectual and Developmental Disabilities Medicaid Waiver Administrative Claiming Special Fund into which federal moneys may be deposited from DOH's participation in the waiver program established per SSA §1915(c).  Requires the Department of Health and Department of Human Services to work with stakeholders to develop and distribute information about accessing Medicaid services for individuals with intellectual and developmental disabilities.  Appropriates funds.  Effective 7/1/2050.  (SD1)

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION.
Requires Oahu regional board approval to privatize, sell or change services at all Oahu regional facilities.  Amends the membership of the Hawaii Health Systems Corporation board.  Requires the Oahu regional board to create a five-year sustainability plan in consultation with other government stakeholders and report to the Legislature.  Creates a right of first refusal for the Director of Health, Governor's Coordinator on Homelessness, and Mayor of the City and County of Honolulu if the Hawaii Health Systems Corporation board fully or partially privatizes Leahi or Maluhia Hospital.  Sunsets the Oahu regional health care system on July 1, 2024, and integrates it into the Hawaii Health Systems Corporation Board.  (SD1)
