A BILL FOR AN ACT

 

 

RELATING TO INTERNATIONAL EDUCATION PROGRAMS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the University of Hawaii Maui college, in partnership with local businesses, will be sending its first cohort of "New Sakadas" to leading universities in the Philippines to provide selected students an educational and cultural experience in a nation with the tenth fastest-growing economy in 2017.  The University of Hawaii West Oahu has been exploring opportunities to send enrolled students to universities in China, Japan, and Korea to enhance economic and cultural opportunities for Hawaii residents in the Asia-Pacific region.  With a local population largely made of descendants of plantation workers and immigrants from China, Japan, Korea, the Philippines, and other parts of the Asia-Pacific region, Hawaii's residents should take advantage of these cultural and historic ties for the potential economic benefit of the State.  This educational opportunity allows students to become more familiar with these nations and this region and exposes local Hawaii students to these nations in an educational and cultural setting.

     The purpose of this Act is to appropriate funds to the University of Hawaii to fund one or more programs sponsored or organized by the University of Hawaii community colleges or a four-year campus to expand opportunities for international college experiences for students enrolled at a University of Hawaii campus and require the University of Hawaii to submit a report regarding its use of the funds.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 for the University of Hawaii to fund one or more programs sponsored or organized by the University of Hawaii community colleges or a four-year campus to expand opportunities for international college experiences for students enrolled at a University of Hawaii campus.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  The University of Hawaii shall work in collaboration with the department of business, economic development, and tourism in carrying out this Act and shall submit a report detailing the use of the funds appropriated for purposes of this Act and its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2021.  The report shall also identify University of Hawaii campuses that are participating in one or more of the programs that are expanding opportunities for international college experiences for Hawaii students enrolled at a University of Hawaii campus.

     SECTION 4.  This Act shall take effect on July 1, 2050.
