A BILL FOR AN ACT

 

 

relating to the hawaii employer union health benefits trust fund budget.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to provide funding for the operations of the Hawaii employer union health benefits trust fund for the fiscal biennium beginning July 1, 2019, and ending June 30, 2021.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $10,365,577 or so much thereof as may be necessary for fiscal year 2019-2020, and the sum of $882,755 or so much thereof as may be necessary for fiscal year 2020-2021, for the following:

(1)  $9,956,000 in fiscal year 2019-2020, and $367,167 in fiscal year 2020-2021, including 3.00 temporary positions, for a new benefits administration system;

(2)  $234,169 in fiscal year 2019-2020, and $234,169 in fiscal year 2020-2021 for fringe benefit rate increases for non-general funded positions;

(3)  $64,596 in fiscal year 2019-2020, and $64,596 in fiscal year 2020-2021 for salary adjustments due to conversion of exempt employees to civil service authorized by Act 145, Session Laws of Hawaii 2017; and

(4)  $110,812 in fiscal year 2019-2020, and $216,823 for fiscal year 2020-2021 for 1.00 permanent compliance officer position.

     The sums appropriated shall be expended by the department of budget and finance for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2019.
