HOUSE OF REPRESENTATIVES

H.B. NO.

1593

THIRTIETH LEGISLATURE, 2019

H.D. 1

STATE OF HAWAII

S.D. 1

A BILL FOR AN ACT

RELATING TO INFORMATION TECHNOLOGY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  The legislature finds that developing a uniform financial database for use by all state agencies would improve government accountability and transparency, leverage existing information technology systems, consolidate data from multiple existing systems into a single system of record, and normalize disparate account coding practices used by different state agencies.  The software system should capture and report data regarding project budgets, appropriations, scheduling, contractor documentation, contract changes, and payment transactions.  The legislature further finds that such a software system could be a major boon to all agencies, especially in the area of deferred maintenance projects, and should be adopted by all state agencies.

The purpose of this Act is to require and appropriate moneys to the department of education, in consultation with the office of enterprise technology services, to develop and procure a uniform financial database, with parameters, benefits, and features that are compatible to the software system being implemented by the office of enterprise technology services for use by all state agencies.

SECTION 2.  The department of education, in consultation with the office of enterprise technology services, shall develop and procure a uniform financial database, with parameters, benefits, and features that are compatible to the software system being implemented by the office of enterprise technology services for use by all state agencies.

SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the development and procurement of a uniform financial database pursuant to section 2 of this Act.

The sums appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4.  This Act shall take effect on July 1, 2112.
