A BILL FOR AN ACT

 

 

relating to public improvements.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 265A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§265A-     Sidewalk installation grant program.  (a)  There is established a sidewalk installation grant program to provide moneys for the installation of new sidewalks without cost to property owners.  The grant program shall be developed and administered by the department of labor and industrial relations office of community services.

     (b)  Grants shall be made available to the counties for the installation of new sidewalks only and shall not be used for sidewalk maintenance or repairs.

     (c)  The department of labor and industrial relations shall adopt rules pursuant to chapter 91 to develop and administer the sidewalk installation grant program."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2020-2021 for the development and administration of the sidewalk installation grant program.

     The sum appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2020.
