A BILL FOR AN ACT

 

 

RELATING TO CAPITAL DISTRICT BUILDINGS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established the child care at capital district buildings pilot project.  The department of human services shall establish child care facilities at any capital district building, except Honolulu Hale, with an emphasis on establishing facilities at the state capitol.  Enrollment priority shall be for children of state employees who work in the building at which each child care facility is located.

     (b)  The department of human services may contract with a private entity to establish and run any child care facility of the pilot project.

     (c)  The pilot project shall cease to exist on June 30, 2023.

     (d)  For the purposes of this Act, "child care facility" shall have the same meaning as in section 346-151, Hawaii Revised Statutes.

     SECTION 2.  The department of human services shall submit a report to the legislature no later than twenty days prior to the regular sessions of 2021, 2022, and 2023, on the pilot project, including the progress of establishing the child care facilities, the number of children enrolled, and proposed legislation, if any.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 for the child care at capital district buildings pilot project.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 4.  This Act shall take effect on December 31, 2059, and shall be repealed on June 30, 2023.
