Sir:
Your Committee on Judiciary, to which was referred H.B. No. 1725 entitled:
"A BILL FOR AN ACT RELATING TO FELONIES,"
begs leave to report as follows:
The purpose of this measure is to make the interference with the operation of an automated public transit vehicle a Class C felony.
Your Committee finds that this measure updates the offense of interference with the operator of a public transit vehicle to encompass advances in transportation technology over the past twenty-five years. Automated operation of public transit, specifically driver-less operations, are now a reality in Hawaii, and passengers on these public transit systems should be protected from interference.
Your Committee has amended this measure by:
(1) Deleting
delay of the operation of an automated public transit vehicle, system, or
service from the offense;
(2) Changing
the effective date to July 1, 2050; and
(3) Making
technical, nonsubstantive amendments for the purposes of clarity, consistency,
and style.
As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1725, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1725, H.D. 1, and be referred to your Committee on Finance.
