     Your Committee on Judiciary, to which was referred H.B. No. 1787 entitled:

 

"A BILL FOR AN ACT RELATING TO DISCRETIONARY TRANSFERS TO THE SUPREME COURT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to allow child custody appeals to be transferred from the Intermediate Court of Appeals to the Supreme Court, except in cases brought under the Child Protective Act.

 

     Your Committee received testimony in support of this measure from the Judiciary and Appellate Section of the Hawaii State Bar Association.

 

     Your Committee finds that family court cases involving the termination of parental rights already have an expedited appeals process.  Your Committee further finds that this measure will help the Judiciary meet the Family Court's stated mission of providing a fair, speedy, economical, and accessible forum for the resolution of matters involving families and children.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1787 and recommends that it pass Second Reading and be referred to your Committee on Legislative Management.
