Sir:

 

     Your Committee on Transportation, to which was referred H.B. No. 2152 entitled:

 

"A BILL FOR AN ACT RELATING TO TRAFFIC VIOLATIONS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require additional circumstances under which every motor vehicle, including motorcycles, motor scooters, and motorized bicycles, moving on any public highway in Hawaii must display its lighted head lamps.

 

     Your Committee received testimony in support of this measure from the Department of Transportation.  Your Committee received comments on this measure from one individual.

 

     Your Committee finds that weather conditions such as heavy rain can result in poor visibility for drivers, especially during daytime hours when streetlights are not always on.  The use of a vehicle's headlights renders the vehicle more visible to others and increases the driver's ability to identify hazards around the vehicle.  This measure is an effort to improve traffic safety and reduce the number of deaths and injuries on Hawaii's roadways by requiring the use of lighted head lamps on motor vehicles in situations where visibility is limited.


     Your Committee has amended this measure by:

 

     (1)  Changing its effective date to July 1, 2050, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2152, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2152, H.D. 1, and be referred to your Committee on Judiciary.
