Sir:

 

     Your Committee on Finance, to which was referred H.B. No. 2211, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO COMMERCIAL MARINE LICENSES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require the Department of Land and Natural Resources to issue commercial marine licenses for the taking of marine life for commercial purposes;

 

     (2)  Specify that a single commercial marine vessel license satisfies the licensure requirement for all persons aboard the licensed vessel; and

 

     (3)  Require any person providing fishing charter services to obtain a commercial marine license.

 

     Your Committee received testimony in support of this measure from the Waialua Boat Club; Hawaii Fishermen's Alliance for Conservation and Tradition, Inc.; Fresh Island Fish Co.; Tropic Fish Hawaii LLC; Hawaii Longline Association; and two individuals.  Your Committee received testimony in opposition to this measure from one individual.  Your Committee received comments on this measure from the Department of Land and Natural Resources, Protecting Coral Reef Wildlife Fishes, Moana Ohana, Friends of Hanauma Bay, Center for Biological Diversity, and Sierra Club of Hawaii.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2211, H.D. 1, and recommends that it pass Third Reading.
