Sir:

 

     Your Committee on Public Safety, Veterans, & Military Affairs, to which was referred H.B. No. 2230 entitled:

 

"A BILL FOR AN ACT RELATING TO DISABLED VETERANS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to create an exemption from the annual vehicle weight tax for qualified disabled veterans.

 

     Your Committee received testimony in support of this measure from the Department of Defense, Department of Transportation, Hawaii Chapter of the National Association for Uniformed Services, and one individual.

 

     Your Committee finds that providing an annual vehicle weight tax exemption for veterans residing in Hawaii with a service-connected disability rating of one hundred percent, when those veterans have not been dishonorably discharged from the armed forces, is a means of taking care of veterans and demonstrating the government's gratitude.

 

     Your Committee has amended this measure by:

 

     (1)  Referencing the exemption from the vehicle weight tax for qualified disabled veterans alongside other vehicle weight tax exemptions in section 249-33(a), Hawaii Revised Statutes, and repealing section 249-33(c), Hawaii Revised Statutes, as that section is duplicative and unnecessary; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Public Safety, Veterans, & Military Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2230, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2230, H.D. 1, and be referred to your Committee on Transportation.
