Sir:

 

     Your Committee on Lower & Higher Education, to which was referred H.B. No. 2257 entitled:

 

"A BILL FOR AN ACT RELATING TO THE CONFERENCE CENTER REVOLVING FUND,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Transfer the authority of expending monies from the University of Hawaii at Hilo Conference Center Revolving Fund (Revolving Fund) from the Dean of College of Continuing Education and Community Service to the Chancellor of the University of Hawaii at Hilo, or the Chancellor's designee, and expand the scope of the Revolving Fund to all programs conducted at the University of Hawaii at Hilo; and

 

     (2)  Require the Chancellor of the University of Hawaii at Hilo to report annually to the Legislature regarding the Revolving Fund.

 

     Your Committee received testimony in support of this measure from the University of Hawaii System.

 

     Your Committee finds that the Revolving Fund is specifically designated to the College of Continuing Education and Community Service at the University of Hawaii at Hilo, which no longer exists.  As such, it is no longer possible to use the Revolving Fund and activity from it has been nonexistent.  Your Committee further finds that according to Auditor's Report No. 20-03, the State Auditor recommended that the Revolving Fund be repealed as it has been inactive and no longer serves the purpose for which it was created.  This measure would allow the Revolving Fund to be used once again for the purpose of conference center programs conducted at the University of Hawaii at Hilo.

 

     Your Committee has amended this measure by changing its effective date to July 1, 2050.

 

     As affirmed by the record of votes of the members of your Committee on Lower & Higher Education that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2257, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2257, H.D. 1, and be referred to your Committee on Finance.
