Sir:

 

     Your Committee on Human Services & Homelessness, to which was referred H.B. No. 2338 entitled:

 

"A BILL FOR AN ACT RELATING TO CHILD CARE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to clarify certain requirements regarding licensure of child care facilities, including exemptions from licensure, health and safety standards, and investigations of violations.

 

     Your Committee received testimony in support of this measure from the Department of Human Services.

 

     Your Committee finds that this measure will ensure the Department of Human Services has the authority to enforce regulations when individuals or organizations are providing child care without a license or registration from the Department.

 

     Your Committee has amended this measure by:

 

     (1)  Amending the preamble for clarity;

 

     (2)  Changing the effective date to December 31, 2059, to encourage further discussion; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Human Services & Homelessness that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2338, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2338, H.D. 1, and be referred to your Committees on Consumer Protection & Commerce and Judiciary.
