Sir:

 

     Your Committee on Public Safety, Veterans, & Military Affairs, to which was referred H.B. No. 2362 entitled:

 

"A BILL FOR AN ACT RELATING TO PUBLIC SAFETY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to appropriate funds to purchase the Honolulu Federal Detention Center located on the west side of the Daniel K. Inouye International Airport.

 

     Your Committee received testimony in support of this measure from the Department of Public Safety.  Your Committee received testimony in opposition to this measure from two individuals.

 

Your Committee finds that state jails and prisons are severely overcrowded.  According to the Department of Public Safety, the Oahu Community Correctional Center often houses three inmates in a cell meant for one.

 

Your Committee further finds that the Honolulu Federal Detention Center includes integrated, state-of-the-art surveillance and management technologies and has an estimated capacity of twelve hundred inmates.  Nevertheless, the Detention Center remains largely underused.  Your Committee also finds that, in addition to alleviating overcrowding at existing state facilities, the purchase would eliminate the financial costs of leasing bed space for state inmates at the Detention Center.

 

     Your Committee has amended this measure by:

 

     (1)  Removing the approximate cost of the Honolulu Federal Detention Center at the time of its opening from section 1; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Public Safety, Veterans, & Military Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2362, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2362, H.D. 1, and be referred to your Committee on Judiciary.
