Sir:
Your Committee on Legislative Management, to which was referred H.B. No. 2466, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO CAPITAL DISTRICT BUILDINGS,"
begs leave to report as follows:
Your Committee finds that establishing child care facilities at the workplace will assist employees in meeting their child care needs and has the potential to attract candidates to state employment. Your Committee also finds that removing the focus from the State Capitol building and instead requiring the Department of Accounting and General Services to collaborate with the Department of Human Services to select an appropriate location within the Capital District provides greater flexibility in ensuring that applicable health and safety standards for a child care facility can be met.
Accordingly, your Committee has amended
this measure by:
(1) Deleting
language that places an emphasis on establishing a facility at the State
Capitol building;
(2) Inserting
language that requires the Department of Accounting and General Services to collaborate
with the Department of Human Services to select an appropriate location within
the Capital District for the pilot project that ensures best practices for
child welfare, health, and safety can be implemented;
(3) Incorporating
the amendment requested by the Department of Human Services to clarify that
under the pilot project, the State shall provide lease space at any Capital District
building, except Honolulu Hale, for the child care facilities to be
established; and
(4) Making technical, nonsubstantive amendments for the purposes
of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Legislative Management that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2466, H.D. 1, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.B. No. 2466, H.D. 2.
