     Your Committee on Finance, to which was referred H.B. No. 2678, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO GOVERNMENT EMPLOYEES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the forfeiture of all compensation paid, vacation and sick leave accrued, and pension and retirement service attributed to any State or county officer or employee for a felony offense, from the date the offense was committed through the end of the officer's or employee's employment with the State or counties.

 

Your Committee received testimony in support of this measure from Common Cause Hawaii, Indivisible Hawaii, and three individuals.  Your Committee received comments on this measure from the Hawaii State Ethics Commission.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2678, H.D. 1, and recommends that it pass Third Reading.
